And we wonder why most governments never get anything done…
Phil Windley uses his weblog to get the truth out. It’s funny and profoundly sad to see how government works. Everyone I know that works in government knows that the civil service system is fatally flawed. It makes it impoosible to fire people. That in turn results in people that don’t follow directives. It also makes it extremely hard to hire experienced people from the outside instead of promoting average producers from inside the system. One story I heard recently was how an irate civil service employee used a complaint to their congressman to prevent the elimination of a multi-million $$ a year project that was an absolute disaster. Of course, that probably is something we could live with under normal circumstances, but this happened to be part of our national defense against terrorism. No wonder that Bush wants to eliminate civil service rules for the homeland security department. On that, I agree with Bush. [John Robb’s Radio Weblog]
